China’s Rural Medical Health-Care Reform

   


China with more than 1.3 billion population must be commended for its effort in providing health care even to the remote rural areas.

It’s by no means an easy task, reflecting the care & consciousness of the Central Government to do their utmost for the people who had contributed much to the victory of the Communist Party.

Now, it’s the political will & desire and financial resources, which China has plenty of, to bring about this needed medical reform of its health-care system for millions of rural folks.

 In the early years, China’s rural medical scene was covered by teams of “Barefoot Doctors”. Such doctors were in fact farmers who received minimal basic medical and paramedical training who worked in rural villages in the People’s Republic of China. Their purpose was to bring health care to rural areas where urban-trained doctors were reluctant to go. They promoted basic hygiene, preventive health care, and family planning and treated common illnesses. The name was derived from southern farmers, who would often work barefoot in the rice paddies.

In the 1930s, the Rural Reconstruction Movement had pioneered village health workers trained in basic health as part of a coordinated system, and there had been provincial experiments after 1949, but after Mao Zedong’s healthcare speech in 1965 the concept was developed and institutionalized. In his speech, Mao Zedong criticized the urban bias of the medical system of the time, and called for a system with greater focus on the well being of the rural population. China’s health policy changed quickly after this speech and in 1968, the barefoot doctors program became integrated into national policy. These programs were called “rural cooperative medical systems” (RCMS) and strove to include community participation with the rural provision of health services. Barefoot doctors became a part of the Cultural Revolution, which also radically diminished the influence of the Weishengbu, China’s health ministry, which was dominated by Western-trained doctors.(Wikipedia)

The New Rural Co-operative Medical Care System (NRCMCS) is a 2005 initiative to overhaul the health-care system, particularly intended to make it more affordable for the rural poor. Under the NRCMCS, the annual cost of medical coverage is 50 yuan (US$7) per person. Of that, 20 yuan is paid in by the central government, 20 yuan by the provincial government and a contribution of 10 yuan is made by the patient. As of September 2007, around 80% of the rural population of China had signed up (about 685 million people). The system is tiered, depending on the location. If patients go to a small hospital or clinic in their local town, the system will cover roughly 70-80% of their bill. If the patient visits a county clinic, the percentage of the cost being covered falls to about 60%. If the patient requires a specialist in a modern city hospital, the plan would cover about 30% of the bill.(Wikipedia)

The Government’s effort is further augmented by non-profit organisations, individuals & doctors themselves who undertake to provide free service. 

Receiving expensive medical treatment is a challenge for many people, particularly those from rural areas. Many have to travel from village to town, to big city hospitals in search of medical care. It’s both time-consuming and costly, besides not being able to find the right needed expert help.

But now, with this new ‘Doctors for Rural Areas’ initiative, doctors and other medical experts come to their communities. There are no fees and no waiting lists. The doctor-patient relationship is simple and direct.

A patient says, “The great thing is that, for us ordinary people, getting to see a doctor is easy. We’re happy because we don’t have to go to the towns or cities. But there are too many people here!”

Liu Yong, the founder of the ‘Doctors for Rural Areas’ scheme, also deputy director of the department of medical oncology, came up with this idea two years ago which won support from the hospital. He says providing practical help is a doctor’s duty.

Liu says, “I am concerned about health conditions at the grassroots. I work in a large city hospital, and although we see some farmers, the majority of rural people, especially in rural areas, don’t always get access to the treatment they need.”

After seeing a patient, a doctor will often give them their phone number so they can keep in contact. This isn’t a hospital requirement, the doctors do it out of care for the patients.

Liang Jun of “Doctors for Rural Areas” scheme, says, “I’ve found that by providing these free clinics, we ensure people overcome the often expensive and difficult problem of getting to see a doctor. For me, it is a glorious thing.” Liu also says, “This work is helping me find a clinical focus for my future work. By combining my specialty with the needs of the people, I hope that I can really apply what I have learned. “

Zhang Peiying, president of Xuzhou central hospital, says, “We run ‘Doctors for Rural Areas’ in order to get medical care direct to the people. It’s also good for the doctors. It gives them a real sense of providing service to the community.”

Seeing a doctor in the rural areas is no longer a problem or a major challenge. The free clinics, medical staff are also bonding in a way that seldom happen in a doctor-patient relationship.

Ever since I was a school projectionist for our cinema club, I was fascinated & captivated by the word “Hollywood”.

One of my travel dream destinations is to see the Hollywood sign in all of its glory perched high on top of

Mount Lee in Los Angeles, little realising that in 1923, a Los Angeles real estate group first unveiled it as a massive billboard to promote their new “Hollywoodland” development. Little did they know too that their brash operation has come to remain such a lasting significant Sign.

So the Sign from “Hollywoodland” became known as just “Hollywood”.

Many are surprised to learn that it’s actually illegal to hike to (or basically get anywhere near) the Sign, which is set well back behind restricting gates and protected by security cameras and Park Rangers.

Niagara Falls is one of those MUST SEE sights when travelling to US and Canada – a natural wonder of the world. What you conjured in your mind or imagined from all the geography lessons of old, travel journals, pictures or videos cannot match the actual experience of your being there physically. It is awesome, breathtaking, magnificent, magical, majestic, stupendous, spectacular or if there’s any other word or adjective that I might describe it better.

IT WOULD BE A LIFETIME EXPERIENCE – NEVER TO BE FORGOTTEN!

Niagara Falls is the collective name for three waterfalls that straddle the international border between the Canadian province of Ontario and the U.S. state of New York. From largest to smallest, the three waterfalls are the Horseshoe Falls, the American Falls and the Bridal Veil Falls, forming the southern end of the Niagara Gorge.

More than 6 million cubic feet (168,000 m3) of water falls over the crest line every minute in high flow, and almost 4 million cubic feet (110,000 m3) on average.

You can take as many pictures or videos from the look-out point. But really to get the thrills & spills and being close to the falls, you must get on the “Maid of the Mist” boat. You will cruise close to the falls dressed with a thin blue rain-coat to prevent you from getting wet.

You can’t begin to imagine the roar & force of nature, the perpetual mist, splash & spray, often enhanced by the appearance of rainbow. It’s raising up your adrenaline level . . . you can’t stand or sit still!

Grand Canyon Skywalk

This topic should have been included in the previous article of “Towering Tour of US & Canada 2012”. However, its exceptional features deserve a place of special mention & description here.

The Grand Canyon Skywalk, a transparent glass horseshoe-shaped cantilever bridge and tourist attraction in Arizona near the Colorado River on the edge of a side canyon in the Grand Canyon West area of the main canyon, the Skywalk has been described as an engineering first.

  • Juts out about 70 feet into the canyon, 4000 ft above the Colorado River, twice as high as any skyscraper

  • Will accommodate 120 people comfortably (The question is how comfortable would YOU be?)

  • Built with more than a million pounds of steel beams and includes dampeners that minimize the structure’s vibration

  • Designed to hold 72 millions pounds, it can withstand an 8.0 magnitude earthquake 50 miles away, and winds in excess of 100 mph.

  • Has a glass bottom and sides . . . four inches thick. For those weak of hearts, they can walk on the two opaque sides of the glass bridge

Modern technology has brought this aged-old wonder of the world to the modern era. The avenues of sight-seeing by trail-hiking is still there and twin-engine plane or helicopter rides to get more vintage views and even cruising or rafting on the Colorado River below.

Construction of the Skywalk began in March 2004 – and was opened to the public on 28 March 2007 with 120 people allowed on the platform at any one time.

Visitors will have to pay $25 (around £13) to use the gangway, on top of the fee for entering the national park. Grand Canyon West is privately owned and operated by the Hualapai Tribe and requires the purchase of a permit and Legacy tour package for entry. No cameras & personal belongings are allowed

Pat Boone

When I was young I was greatly influenced by such singers as Pat Boone, Elvis Presley, Cliff Richard, Perry Como, Dean Martin & some others including operatic tenors like Enrico Caruso, Beniamino Gigli & Mario Lanza. To some extent, my enthusiasm must have rubbed onto my youngest brother Mike.

He shares much the same taste in music & songs as I & even exhibits talents in piano & guitar playing, something which I never seem to acquire.

I used to collect stacks of LP records of Pat Boone including those smaller ones of 45 rpm. Except for the latter, which seem to disappear into thin air (for none of my siblings has any knowledge of them), Mike has inherited most of my old Pat Boone LPs. They do sound rather scratchy when played on the traditional gramophone player.

Fortunately, thanks to YouTube, it’s possible to hear them all again in all their magnificence! Herein below is a top sound track of Pat Boone:

Speaking just on the Female Airforce, according to a Xinhua News Agency article the first six ”loyal and fearless” female pilots flying with the Xian JH-7 fighter bomber have just finished the training required to perform all-weather air-to-ground missions and are now able to attack and destroy targets located on unfamiliar ground, hidden by fog, using precision munitions.

The female fighter pilots, currently assigned to a PLAAF (People’s Liberation Army Air Force) Regiment, were selected from more than 20 million girls graduated from high school in Sept. 2005. After attending the flying school, they were assigned to a front line squadron in March 2011, where they conducted advanced training that included formation flying, low altitude attack, live firing exercises using conventional weapons.

The Xinhua article depicts the female pilots as “skilled” “loyal” and “fearless” and provides also a group shot of the six JH-7 pilots with flight suits and helmets. Wow, not bad for a totalitarian state where the information on women (and women’s rights..) is usually hidden or classified as secret.

Below these female fighter pilots are among some 328 female pilots recently recruited and trained by China’s People’s Liberation Army Air Force. They don’t just look good, they can roar through the skies faster than the speed of sound. And they don’t just fly normal air force missions, they also take part in disaster relief flights, research-oriented trial flights and afforestation. They have also flown in China’s 60th national day parade.

Peng Liyuan, celebrated folk singer of China

Jackie Kennedy got to be US First Lady through her camera.

Peng Liyuan, the celebrated folk singer, is becoming China’s First Lady through her microphone. Whereas Jackie was a lesser known figure prior to her meeting up with President John Kennedy, Peng Liyuan is a celebrity in her own right. She’s glamorous, cultured, well educated with a master degree in folk music. It was her voice & singing that first wooed the heart of Xi Jinping, the next President-to-be of China.

She’s totally different from all the First Ladies you’ve ever known or heard of.

She’s China’s own & absolutely exceptional.

 

Until 2007, when Xi Jinping was promoted to top Party leader in Shanghai, his wife Peng Liyuan was a fixture at government-sponsored events, CCTV Festival Extravaganza which are the country’s largest and most conspicuously events watched by hundreds of millions. Ms. Peng was admired as much for her soprano vocal as she was for the way she exercised them in “shimmering chiffon gowns, with crimson-glossed lips.

* Ms. Peng has also been put forward as a celebrity ambassador for issues of public health including AIDS,requiring her to lobby foreign governments to help cure such dreadful disease & others.

* A friend and photographer once took pity on young Peng and snapped her first picture, immortalizing the young star for whom camera lenses would, soon enough, become a constant companion. That was late 60s or early 70s when she first set her eyes on a camera.

* The glamorous starlet initially dismissed the future President as a xiang ba lao, a country bumpkin with coarse skin who wasn’t much to look at, an impression that isn’t entirely unfounded, according to an article in the Zhanjiang Evening News in 2007 that was widely copied on the Chinese Internet but has since been mostly deleted.

* Even her final verdict came with honest qualifiers: “Isn’t [he] the one I’ve been looking for? Unsophisticated but really intelligent.” As for Mr. Xi, he was quoted as telling her that he knew she would be his wife within 40 minutes of meeting her.

She has also described how she was introduced to Mr. Xi through a mutual friend when he was working as the deputy mayor of the eastern port of Xiamen in 1986. Mr. Xi had been married once before, to the daughter of a Chinese ambassador to Britain, but that only lasted three years when her own desire to study abroad overtook Xi’s political ambition, and they had no children.

Political analysts say Ms. Peng, who is now 49, is already helping to bolster and soften Mr. Xi’s public image in a country that, stimulated by social media, has become increasingly hungry for news about its leaders and their personal lives.

She has already broken the mould by talking about her relationship with Mr. Xi prior to his promotion to the Politburo Standing Committee in 2007.

When he comes home, I’ve never thought of it as though there’s some leader in the house,” she once told a state-run magazine. “In my eyes, he’s just my husband. When I get home, he doesn’t think of me as some famous star. In his eyes, I’m simply his wife.”

She has however taken a few tentative steps into the limelight again in recent years, fuelling expectations that she will be the first spouse of a Chinese leader to play an active “first lady” role after her husband takes power in October or November.

Last year, as mentioned, she became a Goodwill Ambassador for Tuberculosis and HIV/AIDS for the World Health Organization – a job that requires her to help lobby governments around the world to take action to prevent and cure the two diseases.

And after the devastating earthquake in Wenchuan, Sichuan Province in May 2008, she staged special performances in affected areas and announced publicly that their daughter, Xi Mingze, who was then 16 at the time, had volunteered to help relief efforts – another first for a Chinese leader’s family.

Come this fall, when Peng’s First Lady identity eclipses her superstar status, we must await to see the transformation in our dazzling star. Would she remain a noble, dignified mother only & a faithful wife?

The question is “Will she do anything exceptional to further boost the image of China? Or like her three other predecessors retreat into the background & remain a mystery?”

She could well be addressing similarly an Australian audience.
